Yes it was. If Penny were a man she would have been a decent Zodiac POI. Although she was in prison in Corona during the Domigoes/Edwards and Bates.

Almost like the Frank Dryman/Valentine who was in prison for murder and then disappeered after he was paroled. Later the Grandson of the murdered man tracked him down to Arizona.
